Due to the concern regarding high path avian influenza (AI) and its potential to move into the United States through movement of migratory birds or domestic birds, the following requirements will be effective immediately for all birds imported into North Dakota.

  1. Health Certificate (HC) issued by a veterinarian.
     
  2. Import permit obtained from our office prior to entry.
     
  3. Health statements are required.  Call (701) 328-2655 for additional information.  See below.
    1. Pullorum and fowl typhoid:  “To my knowledge, birds listed herein are not infected with pullorum or fowl typhoid and have not been exposed to birds infected with pullorum or fowl typhoid during the past twelve months.”
       
    2. Avian Tuberculosis:  “To my knowledge, birds listed herein are not infected with avian tuberculosis and have not been exposed to birds infected with avian tuberculosis during the last twelve months.”
       
    3. Avian Influenza:  “To my knowledge, birds listed herein are not infected with avian influenza and have not been exposed to birds infected with avian influenza.”
       
    4. Exotic Newcastle Disease:  “To my knowledge, birds listed herein are not infected with Exotic Newcastle Disease (END) or psittacosis and have not been exposed birds know to be infected with END or psittacosis within the past 30 days.”
       
    5. Duck Viral Enteritis (DVE) and Avian Cholera:  “To my knowledge, birds listed herein are not infected with duck plague or avian cholera and have not been exposed to birds known to be infected with duck plague or avian cholera within the past one hundred eighty days”
       
  4. The following birds may require additional licenses or permits:  Pheasants, chukars, quail, crows, waterfowl, shorebirds, upland game birds.

EXCEPTION TO THE ABOVE:

For States with a Highly Pathogenic Avian Influenza Quarantine Zone:

Hatchlings less than 5 days of age from NPIP flocks which are certified AI clean may be shipped with a USDA-VS form 9-3 and importation permit number from the North Dakota State Board of Animal Health. Please call the ND Board of Animal Health for importation permit number at 701-328-2655.

For States with a virulent Newcastle Disease Quarantine Zone:

All birds, including hatchlings, must have a Certificate of Veterinary Inspection and importation permit number from the North Dakota State Board of Animal Health. A negative vND test must be completed within 48 hours prior to transportation of each qualifying shipment. Please call the ND Board of Animal Health for an importation permit number at 701-328-2655.

For All other States:

Hatchlings less than 5 days of age from NPIP flocks which are certified AI clean may be shipped with only a USDA form 9-3, provided the hatchery has contacted the North Dakota State Board of Animal Health and has been approved. Once a hatchery has been approved, they may ship birds in this manner until further notice. Individuals ordering birds should request the 9-3 form when they order.
