Due to the ongoing equine herpes virus-1 (EHV-1) situation, effective 11/25/2025:
  • All equine entering North Dakota must be traveling on a certificate of veterinary inspection (CVI) issued no earlier than 72 hours prior to travel into North Dakota.  This includes ND-origin equine who have been issued a CVI in North Dakota to travel out-of-state and are returning to North Dakota on the same CVI.  North Dakota-origin equine which left the state with a CVI must obtain a new CVI if returning >72 hours after leaving.
  • Body temperature must be reported on the CVI
  • An importation permit number is required for all paper CVIs.
  • Equines that may have been exposed to EHV-1 within 14 days prior to CVI inspection are not eligible for importation into North Dakota until this order is lifted. The following statement must be listed on the CVI. “The equine on this certificate have not been exposed to EHV-1 in the past 14 days”.   Owners of North Dakota horses which may have been exposed while traveling out of state must contact the State Veterinarian’s office to request permission to return home.
  • Equines exhibiting any clinical signs consistent with EHV-1 or EHM, including a fever, are not eligible for importation into North Dakota until this Order is lifted.
  • All other importation requirements for equines eligible for entry into North Dakota pursuant to this Order remain in place.
  • Due to the ongoing equine herpes virus-1 (EHV-1) situation, the National Assembly of State Animal Health Officials (NASAHO) has temporarily suspended extended equine CVIs (EECVIs) for interstate movement of equine. Holders of EECVIs will need to obtain a current CVI for their equine to enter North Dakota.

Due to a multi-state outbreak of Equine Herpes Virus associated with multiple equine events, the use of the EECVI is currently disabled.  Please contact your veterinarian and the state of destination to ensure that you meet their import requirements for upcoming movements.  

HEALTH CERTIFICATES REQUIRED FOR IMPORTED HORSES

Effective May 24, 2011, a certificate of veterinary inspection is required for all equines entering North Dakota for any length of time. There will no longer be an exemption for equines entering temporarily for less than 7 days.

All horses require a negative test for Equine Infectious Anemia (EIA) within 12 months prior to date of importation, unless originating from South Dakota (rodeo stock are not exempted).
